Where this checklist comes from
The eight phase groups match the delivery arc described in the companion pieces on this site — planning permit, functional layout plan, detail design split into its two authority tracks, estate major works, tender, construction, and Statement of Compliance. The individual checks are drawn from how that arc is described to run in practice: which authority reviews what, where resubmission cycles start, and which preconditions have to be true before the next phase — or the SoC application itself — can proceed cleanly.
