Planning permit condition register (Victoria)
A planning permit is a list of conditions, each owned by a council or referral authority, each blocking something downstream. This register is the structure Engis uses to make that list a live record. Pair it with managing planning permit conditions.
Columns and how to fill them

- Permit condition number exactly as issued (e.g. 12, 12(a)).
- Condition (short)
- One line in your words. Keep the permit wording in the evidence column.
- Trigger
- Before certification · Before works start · Before SoC · Ongoing · Other (state it).
- Owner authority
- Council (which department), Melbourne Water, water retailer, power, telco, gas, DTP, other referral authority.
- Internal owner
- The person on your team who carries it to discharge.
- Stage it blocks
- Which subdivision stage cannot reach its next gate until this is discharged.
- Evidence required
- The document the authority will accept: approved plan, consent letter, receipt, agreement, inspection record.
- Status
- Not started · In progress · Lodged · Discharged · Not applicable (reason).
- Discharged on / ref
- Date and the authority reference or letter number.
- Notes / risk
- Anything that could hold it up: a Section 173 to execute, an easement not yet shown, a fee dispute.

Working rules
- Enter every condition on the day the permit issues, including the ones you think are trivial. The trivial ones are the SoC surprises.
- One trigger per row. If a condition has two triggers (part before works, part before SoC), split it into 12(a) and 12(b).
- The owner authority is who signs the discharge, not who you email. Council development engineering and council statutory planning are different owners.
- Status moves forward only with evidence in the evidence column. “They said it’s fine” is In progress, not Discharged.
- Review the register at every stage gate and every monthly report. Anything Before SoC and Not started with fewer than 90 days to programmed completion is a risk item.
- For staged subdivisions keep one register per permit and a stage column, so a Stage 3 SoC never re-litigates a Stage 1 discharge.
